Federal Public Service Commission (FPSC)
The Federal Public Service Commission (FPSC) serves as Pakistan’s central authority responsible for recruiting personnel to all public services, including the civil services of the federation and other civil posts related to federal affairs, primarily in Basic Pay Scales (BPS) 16 and above or their equivalents. It conducts competitive and general examinations to fill vacant positions across various ministries and departments.
The FPSC was established as a constitutional body under Article 242 of the Constitution of the Islamic Republic of Pakistan (1973). It operates in accordance with the FPSC Ordinance, 1977, and the FPSC Rules, 1978. Through these legal frameworks, the Commission ensures a transparent, impartial, and merit-based selection process for federal appointments, thereby upholding the principles of good governance and administrative efficiency in Pakistan’s public service system.
The Commission is headed by a Chairman, appointed by the President of Pakistan on the advice of the Prime Minister, while Members of the Commission are appointed for a term of three years or until they reach the age of 65 years, whichever occurs first.
The FPSC’s main responsibility is to conduct tests, examinations, and interviews for recruitment to the civil services of the Federation. However, certain positions — such as those in the President’s Secretariat and the Directorate General of Inter-Services Intelligence (ISI) — remain outside its jurisdiction, as codified in Section 7 of the Ordinance.

Recruitment Examinations Held by the FPSC
The Federal Public Service Commission (FPSC) conducts multiple types of examinations at different times throughout the year, classified into the following categories. Each examination serves a distinct purpose and is designed to recruit candidates for various levels of federal service.
One-paper exams for vacant posts from BPS-16 to BPS-21, assessing candidates’ aptitude and professional knowledge for roles like Inspectors (BS-16), Assistant Directors (BS-17) in various ministries, and other federal service positions.
Pakistan’s most prestigious civil service exam (i.e. CSS examination), recruiting officers for BPS-17 positions in top federal groups such as PAS, PSP, and FSP through written, psychological, and interview stages.
Targeted FPSC exams for technical, promotional, and judicial posts, including SOPE, FPOE, and PMS-to-PAS induction, ensuring transparent career progression within Pakistan’s federal system.
1. General Recruitment (GR) through the FPSC
As discussed earlier, the Federal Public Service Commission (FPSC) is responsible for conducting competitive examinations and recruitment tests to fill federal government posts ranging from BPS-16 to BPS-21 across Pakistan.
- Common Positions: FPSC’s General Recruitment (GR) advertisements often include posts such as Inspectors (BS-16) and Assistant Directors (BS-17) in the Federal Investigation Agency (FIA), Airport Security Force (ASF), and the Federal Board of Revenue (FBR). Other notable positions include Medical Officers (BS-17), Charge Nurses (BS-16), and Lady Medical Officers under the Ministry of National Health Services, as well as Assistant Directors (BS-17) in the Gilgit-Baltistan Tourism Department and other federal divisions.
- Syllabus Structure: Each GR test follows either a general category syllabus (for non-technical posts) or a professional syllabus (for technical or specialised posts), depending on the position advertised.

Recent Policy Updates
In a major policy shift, FPSC has recently announced that written descriptive tests for GR tests will be abolished and replaced with Multiple-Choice Questions (MCQs)-based examinations starting September 21, 2025. According to the official notice, candidates applying for BPS-16 and BPS-17 posts will attempt a single 100-mark MCQ paper, while BPS-18 and above candidates will take two MCQ papers. The qualifying threshold is set between 40–50% marks, with 0.25 marks deducted per incorrect answer. The new system does not apply to the CSS examination, which will continue under its existing structure.
2. Competitive Examination (CE) through the FPSC
The Central Superior Services (CSS) examination, conducted by the Federal Public Service Commission (FPSC), is Pakistan’s most prestigious and competitive civil service exam. It serves as the gateway to the country’s elite bureaucracy, recruiting officers in BPS-17 for various federal occupational groups and services.
Becoming a CSS officer in Pakistan is a demanding process that tests not only academic ability but also analytical reasoning, integrity, and leadership potential. Aspirants must first ensure they meet the eligibility criteria before appearing in the MCQ-Based Preliminary Test (MPT). Successful candidates then proceed to the written examination, psychological assessment, and finally, the viva voce (interview). Those who clear all stages are appointed as probationary officers and undergo the Common Training Program (CTP) at the Civil Services Academy (CSA) in Lahore, followed by Specialized Training Programs (STP) in their respective group academies.

CSS Competitive Statistics
The CSS examination is renowned for its difficulty and selectivity. According to FPSC CSS 2024 report available on the FPSC official website, 23,100 candidates applied, 15,602 appeared in the written exam, and only 395 qualified — resulting in a success rate of 2.53%. These figures underline the exam’s competitive nature and the high standards of merit maintained by the FPSC.
3. Specialized & Induction Examinations through the FPSC
Apart from the CSS examination and General Recruitment (GR) tests, the Federal Public Service Commission (FPSC) also conducts a range of specialised, induction, and promotional examinations for serving officers and technical posts in various federal departments. These examinations ensure that internal promotions and specialised appointments across the civil services are made on the basis of merit, experience, and professional competence.
The FPSC conducts the exam for the selection of Section Officers (BS-18) in the Office Management Group (OMG). This examination provides a significant career advancement opportunity for government officers aiming to secure higher administrative roles within the federal government through an internal transfer process.
The Final Passing Out Examination (FPOE) is conducted in Islamabad for Civil Service Probationers (CSPs) after they complete their Common Training Program (CTP) and Specialized Training Program (STP). This examination marks their final assessment before permanent placement into their respective occupational groups and services.
The FPSC also conducts recruitment examinations for the post of Assistant Director (BS-17) in the Survey of Pakistan, Ministry of Defence, Rawalpindi. This examination is designed to recruit technically skilled officers for Pakistan’s national mapping and geospatial development agency.
