The proposal for the establishment of a regional organization for cooperation in South Asia, similar to that of South East Asia, was initiated by Bangladesh in the late 1970s. After several years of informal and semi-formal diplomacy led by Bangladesh, the ‘South Asian Association for Regional Cooperation’ (SAARC) was formally launched at the first ever summit of the seven South Asian states – Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan and Sri Lanka – in Dhaka in December 1985.
